{"id":241,"date":"2014-08-28T20:24:29","date_gmt":"2014-08-29T00:24:29","guid":{"rendered":"http:\/\/nonsolumdata.com\/?p=241"},"modified":"2014-08-28T20:24:29","modified_gmt":"2014-08-29T00:24:29","slug":"241","status":"publish","type":"post","link":"http:\/\/nonsolumdata.com\/blog\/fr\/2014\/08\/241\/","title":{"rendered":"PIAAC : Mesurer la litt\u00e9ratie et les comp\u00e9tences des adultes"},"content":{"rendered":"<p>Le Programme pour l\u2019\u00e9valuation internationale des comp\u00e9tences des adultes (en anglais, P.I.A.A.C.) \u2013 que l\u2019Organisation de Coop\u00e9ration et de D\u00e9veloppement \u00c9conomiques (O.C.D.E.) nomme \u00e9galement l\u2019\u00ab \u00c9valuation des comp\u00e9tences des adultes \u00bb &#8211; est un effort international pour \u00e9valuer les comp\u00e9tences humaines, et, plus encore, pour d\u00e9velopper notre compr\u00e9hension du capital humain. Ce programme a d\u00e9but\u00e9 en 2012 dans 22 pays (voir liste ci-dessous) et a \u00e9t\u00e9 coordonn\u00e9 par l\u2019OCDE. La liste des pays participants sera \u00e9tendue \u00e0 de nouveaux participants durant cette d\u00e9cennie, alors que de nouvelles vagues de l\u2019\u00e9valuation PIAAC sont en train d\u2019\u00eatre mises en \u0153uvre (les participants \u00e0 la deuxi\u00e8me vague de PIAAC sont aussi list\u00e9s ci-dessous).<\/p>\n<p><!--more--><\/p>\n<p>&nbsp;<\/p>\n<p><div class=\"jetpack-video-wrapper\"><span class=\"embed-youtube\" style=\"text-align:center; display: block;\"><iframe loading=\"lazy\" class=\"youtube-player\" width=\"685\" height=\"386\" src=\"https:\/\/www.youtube.com\/embed\/XvCLXPDvPCM?version=3&#038;rel=1&#038;showsearch=0&#038;showinfo=1&#038;iv_load_policy=1&#038;fs=1&#038;hl=en-US&#038;autohide=2&#038;wmode=transparent\" allowfullscreen=\"true\" style=\"border:0;\" sandbox=\"allow-scripts allow-same-origin allow-popups allow-presentation allow-popups-to-escape-sandbox\"><\/iframe><\/span><\/div><br \/>\nVid\u00e9o d&#8217;introduction de l&#8217;OCDE (en anglais) | <a href=\"http:\/\/www.oecd.org\/site\/piaac\/\">http:\/\/www.oecd.org\/site\/piaac\/<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>Suivant les traces de l\u2019Enqu\u00eate internationale sur l\u2019alphab\u00e9tisation des adultes (IALS \u2013 1994) et l\u2019Enqu\u00eate sur la litt\u00e9ratie et les comp\u00e9tences des adultes (ALL \u2013 2003), PIAAC (2012) propose de mesurer les niveaux de comp\u00e9tences dans un environnement \u00e0 forte composante technologique (abr\u00e9g\u00e9 en TRE) et de les comparer dans plusieurs pays de l\u2019OCDE. De par son abondance en indicateurs socio-\u00e9conomiques communs, PIAAC ouvre la porte \u00e0 une importante recherche comparative sur l\u2019\u00e9ducation et ses cons\u00e9quences sociales (lire aussi <a href=\"http:\/\/ijhs2.deonandan.com\/wordpress\/archives\/1757\" target=\"_blank\">\u00c9ducation et sant\u00e9 : construire des indicateurs en comparaison internationale<\/a>, RISS-IJHS <em>4<\/em>(1)), <strong>ce<\/strong> <strong>qui est tr\u00e8s utile pour la recherche future sur les d\u00e9terminants de la sant\u00e9<\/strong>.<\/p>\n<p>Des enqu\u00eates comme PIAAC, qui incluent des \u00e9l\u00e9ments psychom\u00e9triques, sont complexes \u00e0 d\u00e9velopper. Pour mesurer de fa\u00e7on ad\u00e9quate les comp\u00e9tences de chacun, ces tests doivent minimiser toute variable de nature \u00e0 affecter la performance des personnes interrog\u00e9es. Ces tests, r\u00e9alis\u00e9s chez soi par chaque individu, requi\u00e8rent un effort suivi sur une p\u00e9riode prolong\u00e9e, donc ont \u00e0 tenir compte de la fatigue et de la lassitude \u2013 variables que nous souhaitons exclure de l\u2019\u00e9valuation des comp\u00e9tences, puisqu\u2019elles peuvent modifier la performance d\u2019un individu. D\u2019autres indicateurs sont en place au moment de l\u2019\u00e9valuation pour enregistrer les conditions du test (longueur du temps pass\u00e9 sur chaque <em>item<\/em>, dur\u00e9e totale du test, pr\u00e9sence de la famille ou des enfants de la personne test\u00e9e).<\/p>\n<p>L\u2019enqu\u00eate PIAAC se compose de deux \u00e9l\u00e9ments\u00a0:<\/p>\n<ul>\n<li>Un <strong>questionnaire de base<\/strong> avec un noyau commun \u00e0 tous les pays (pour standardiser les caract\u00e9ristiques socio-\u00e9conomiques des individus) et un jeu limit\u00e9 de questions \u00e9tablies par chaque pays<\/li>\n<li>Trois <strong>tests psychom\u00e9triques<\/strong> avec des ensembles d\u2019\u00e9l\u00e9ments (ou <em>items<\/em>) qui serviront \u00e0 marquer les points obtenus sur 1) les comp\u00e9tences en litt\u00e9ratie, 2) les comp\u00e9tences en num\u00e9ratie et 3) les comp\u00e9tences en r\u00e9solution de probl\u00e8mes dans un environnement technologique (TRE).<\/li>\n<\/ul>\n<p>La totalit\u00e9 de l\u2019enqu\u00eate et ses nombreuses composantes ont \u00e9t\u00e9 \u00e9labor\u00e9es sous la direction de l\u2019organisme <em><a href=\"http:\/\/www.ets.org\/\" target=\"_blank\">Educational Testing Service<\/a> <\/em>(E.T.S.), institution bas\u00e9e en Am\u00e9rique qui a forg\u00e9 son exp\u00e9rience avec les pr\u00e9c\u00e9dentes enqu\u00eates nationale et internationale (EIACA et EIAA), ainsi que le <em>Graduate Record Examination<\/em> et le T.O.E.F.L. (Test d\u2019anglais langue seconde). Ces \u00e9l\u00e9ments (<em>items<\/em>) psychom\u00e9triques demeurent la propri\u00e9t\u00e9 intellectuelle de l\u2019organisme ETS et ne peuvent \u00eatre consult\u00e9s ou utilis\u00e9s qu\u2019avec son autorisation. ETS encourage toujours les chercheurs \u00e0 soumettre leurs projets. Du financement peut aussi \u00eatre disponible pour travailler avec les bases de donn\u00e9es du programme et en r\u00e9pandre l\u2019utilisation.<\/p>\n<p>Dans la plupart des pays, des agences nationales et des minist\u00e8res ont \u00e9t\u00e9 responsables de la mise en \u0153uvre de PIAAC\u00a0: de l\u2019\u00e9chantillonnage jusqu\u2019\u00e0 la collecte, puis la pr\u00e9sentation, des donn\u00e9es. Quelques pays ont eu recours \u00e0 des organismes priv\u00e9s (par exemple, Singapour). Chaque pays pouvait aussi ajouter son propre jeu (limit\u00e9) de questions au questionnaire de base, avec la perspective d\u2019un travail futur, au niveau national, sur les comp\u00e9tences des adultes. Ce jeu suppl\u00e9mentaire de donn\u00e9es peut \u00eatre disponible pour la recherche, \u00e0 travers chaque agence ou minist\u00e8re national.<\/p>\n<h2>Conception de l\u2019\u00e9valuation<\/h2>\n<p>Pour limiter la dur\u00e9e du test, chaque individu serait seulement test\u00e9 sur deux des trois types de comp\u00e9tences\u00a0: on ne serait pas test\u00e9 sur ses comp\u00e9tences en litt\u00e9ratie, num\u00e9ratie et r\u00e9solution de probl\u00e8mes (cf. Figure 1). Les tests psychom\u00e9triques sont en jaune. Les individus qui d\u00e9clarent avoir tr\u00e8s peu ou pas d\u2019exp\u00e9rience sur ordinateur dans le Questionnaire de base sont test\u00e9s sur leurs comp\u00e9tences en litt\u00e9ratie et num\u00e9ratie, mais pas sur leur capacit\u00e9 \u00e0 r\u00e9soudre des probl\u00e8mes dans un environnement technologique (TRE).<\/p>\n<p>&nbsp;<\/p>\n<p>Pourtant, pour pr\u00e9server la compr\u00e9hension de l\u2019\u00e9valuation de telles comp\u00e9tences et permettre la comparaison, un jeu de <strong>10<\/strong> <strong>valeurs plausibles<\/strong> fonctionnerait pour les donn\u00e9es manquantes dans une analyse ult\u00e9rieure. Les valeurs plausibles pour un type de comp\u00e9tences sont choisies de mani\u00e8re al\u00e9atoire dans une gamme d\u00e9termin\u00e9e par 1) le r\u00e9sultat obtenu dans les deux autres comp\u00e9tences test\u00e9es pour chaque individu et 2) les points des autres individus obtenant des r\u00e9sultats similaires dans le domaine commun du test (litt\u00e9ratie, num\u00e9ratie ou r\u00e9solution de probl\u00e8mes). Le <a href=\"http:\/\/www.abs.gov.au\/ausstats\/abs@.nsf\/Lookup\/4228.0Appendix202011-2012\">Bureau australien de la Statistique<\/a> fournit davantage d\u2019informations sur la fabrication et l\u2019utilisation de ces valeurs plausibles.<\/p>\n<p>Il est \u00e9galement important de noter que, dans la comparaison entre pays, l\u2019\u00e9chantillon dans chaque jeu national de donn\u00e9es est proportionn\u00e9 \u00e0 leur population respective. Des chercheurs utilisent souvent le Canada comme point de r\u00e9f\u00e9rence pour la pr\u00e9cision des donn\u00e9es, en consid\u00e9rant qu\u2019il a le plus vaste \u00e9chantillonnage national \u2013 ce qui a \u00e9t\u00e9 fait pour fournir une estimation significative au niveau provincial\/territorial et pour des sous-populations sp\u00e9cifiques. Cela permet des estimations globales pr\u00e9cises de niveaux de litt\u00e9ratie, num\u00e9ratie et r\u00e9solutions de probl\u00e8mes, et une meilleure comparaison.<\/p>\n<h2>Acc\u00e8s aux donn\u00e9es de PIAAC et analyse de ces donn\u00e9es<\/h2>\n<p>Les donn\u00e9es de PIAAC sont disponibles pour le public soit \u00e0 travers le logiciel en ligne de l\u2019OCDE (intitul\u00e9 <em>The International Data Explorer<\/em>) soit en t\u00e9l\u00e9chargeant le dossier P.U.F. (fichier de donn\u00e9es pour un utilisateur public). Le dossier PUF est aussi <a href=\"http:\/\/www.oecd.org\/site\/piaac\/publicdataandanalysis.htm\" target=\"_blank\">disponible au t\u00e9l\u00e9chargement<\/a> dans chaque pays participant (sauf l\u2019Australie*<a href=\"#_ftn1\" name=\"_ftnref1\"><\/a>) et peut \u00eatre analys\u00e9 avec SPSS, SAS, Excel ou STATA. Des donn\u00e9es abr\u00e9g\u00e9es et des instructions sont \u00e9galement pr\u00e9sent\u00e9es.<\/p>\n<p><em>* L\u2019acc\u00e8s aux PUF d\u2019Australie peut \u00eatre <a href=\"http:\/\/www.abs.gov.au\/ausstats\/abs@.nsf\/Lookup\/4228.0.30.001Main+Features102011-2012\" target=\"_blank\">demand\u00e9 <\/a>\u00e0 travers le Bureau australien de la Statistique (Australian Bureau of Statistics). Les donn\u00e9es australiennes sont aussi disponibles dans le logiciel en ligne de l\u2019OCDE.<\/em><\/p>\n<p>Des logiciels d\u00e9velopp\u00e9s par les membres du consortium de PIAAC comme l\u2019OCDE et <a href=\"http:\/\/www.iea-dpc.de\/studies\/current-studies\/piaac.html\" target=\"_blank\">l\u2019<em>International Association for the Evaluation of Educational Achievement<\/em><\/a> (IEA) ont \u00e9t\u00e9 \u00e9labor\u00e9s pour guider les analystes dans la recherche avec les donn\u00e9es de PIAAC. Ils traitent les valeurs plausibles et les pond\u00e9rations d\u2019\u00e9chantillon automatiquement, ce qui les rend tr\u00e8s utiles pour acc\u00e9der plus rapidement \u00e0 la compilation des donn\u00e9es de PIAAC.<\/p>\n<p>Pour visualiser et analyser les donn\u00e9es\u00a0:<\/p>\n<ul>\n<li>L\u2019OCDE a d\u00e9velopp\u00e9 <a href=\"http:\/\/piaacdataexplorer.oecd.org\/ide\/idepiaac\/\" target=\"_blank\">l\u2019<em>International Data Explorer<\/em><\/a> (PIAAC IDE), un logiciel en ligne.
